cmd: walltime

The walltime command is used to kill programs that are taking too long. For SLiMSuite, it will interrupt running of the program on the commandline. (The exception is for PPI layouts, for which just the layout will be interrupted.) For QSub jobs started with SLiMFarmer (or rje_qsub), it simply sets the walltime for the qsub job.
